Terebinth Refuge is a Christ centered, non-profit shelter and transitional home that brings hope and provides strength based, trauma-informed and holistic services for sex trafficked and sexually exploited women, transitioning them from bondage to a life of health, stability and independence.

The St. Cloud/Central MN area has identified sex trafficking as a serious problem effecting the community. Due to the lack of housing and resources for victims, women found through law enforcement efforts are forced to return to this life as there were no safe options for them until Terebinth Refuge.
Terebinth Refuge is able to help fulfill this gap in services by providing shelter and programing for women who have made the decision to leave “the life” of exploitation. We also provide long-term transitional housing for women who have made the decision to leave along with their children 5 years and under.
Our services include, trauma-based therapy, support groups, education services, job skills training through The Hope & Healing Store, and other opportunities, independent living skills, recreation, leisure activities and faith-based support. Terebinth Refuge accepts women of all cultures and faith.
STAFF:
Executive Director, Cynthia (CeCe) Terlouw, has been active in bringing healing to victims for over 15 years, including successfully opening a sex trafficking home for teen girls, Heartland Girl’s Ranch’s Hearts for Freedom program, and in working to develop our state's response by training others and working for policy change including the MN Safe Harbor, No Wrong Door Model.
