Christchurch City Holdings Limited (CCHL) is a wholly owned commercial and investment arm of Christchurch City Council. The CCHL Group is responsible for managing the Council's investment in eight fully or partly-owned trading companies, being:
Orion New Zealand Ltd (Orion);
Christchurch International Airport Ltd (CIAL);
Lyttelton Port Company Ltd (LPC);
Enable Services Ltd (ESL);
City Care Limited (Citycare);
RBL Property;
EcoCentral Limited (EcoCentral); and
Development Christchurch Limited (DCL).
Whilst 6 of the above subsidiaries are 100% owned by CCHL, Orion is 10.725% owned by Selwyn District Council and CIAL is 25% owned by the Crown.
As a Group, our focus is on making a positive difference to the Christchurch community through provision of strong commercial returns and a focus on Sustainability, Kaitiakatanga and Mana.
An organisation is only as strong as its people and the CCHL Group subsidiaries collectively employ over 3,000 people, constantly looking to provide leadership in the areas that matter to the continued wellbeing of our residents and our environment.
CCHL's key purpose is to invest in and promote the establishment of key infrastructure. This extends to assisting in the rebuild and redevelopment of Christchurch and working with CCC to implement its capital release programme (as outlined in the CCC 2018-28 Long Term Plan).
