The City of Edina operates under a “Plan B” council-manager form of government. The City Council is comprised of a Mayor and four Council members. The City Council, elected at-large on a non-partisan basis, determines all matters of policy and appoints the City Manager. The City Manager is responsible for implementing policies and carrying out the business of City government.
The customer service-oriented City is divided into the following departments: Administration, Communications, Community Development, Engineering, Finance, Fire, Human Resources, Information Technology, Parks & Recreation, Police, and Public Works.
