The Deputy Assistant Secretary of the Navy (Budget) is responsible to the Assistant Secretary of the Navy (Financial Managment & Comptroller) (ASN (FM&C)) for preparation of the Department of the Navy (DON) budget as assigned by law, instruction, and regulations. Responsibilities include: providing technical guidance and direction in financial matters for application throughout the DON; reviewing financial requirements and justification in order to establish budget estimates; and, formulating and prescribing policies, standards and procedures to be followed in the design, development and operation of financial management systems throughout the DON.
Per 10 U.S.C. 5025, the ASN (FM&C) shall direct and manage financial management activities and operations; ensure that financial management systems comply with requirements; supervise and direct the preparation of budget estimates; and, carry out, with respect to the DON, the functions specified for the Under Secretary of Defense (Comptroller). The ASN (FM&C) delegates full responsibility for initiating, designing, planning, and directing all matters relating to the budget to the DASN (Budget).
