Clinch-Powell is a rural community development organization serving Claiborne, Grainger, Hancock, Hawkins, Hamblen, Jefferson & Union counties. Our mission is to build strong, sustainable communities by investing in people, housing, and conservation of natural resources.. The RC&D is a 501(c)(3) nonprofit organization. We are a non-profit lender, a HUD Approved Housing Counseling Agency, and a Financial Opportunity Center. We work with clients to foster long-term financial stability and assist them with meeting their financial, employment and housing goals.
