The City of Woodburn is a Council-Manager form of government operating pursuant to a City Charter. This type of government consists of an elected Mayor and City Council and a City Administrator, who is appointed by the Council. The City Council sets policy for the City of Woodburn and the City Administrator and staff are responsible for carrying out that policy.
