Health Plan Comparison Tools. CSS creates tools that compare cost, provider participation, and quality of health care planss to aid consumers in choosing plans that best fits their needs. Public Quality Reporting Systems. CSS works with Federal Agencies, Health Insurance Exchanges, and coalitions to design and implement public quality reporting systems that enable consumers to meaningfully compare the quality of doctors or health plans. Direct to Consumer Publications. CSS has direct-to-consumer publications that carry no advertising and offer evaluations of service firms in their local markets.
