Facility Programming and Consulting is an architectural programming firm founded in 1992 by Doug Lowe, AIA. The firm specializes in architectural programming, space utilization analysis, master planning, feasibility studies, and laboratory design.
Architectural Programming is the preliminary research and decision-making process that precedes design to make it smoother, less expensive, and move the project vision forward with clarity. This exchange of ideas between the programming team, stakeholders, and often the community ensures that any document we develop will accurately reflect the best possible strategy for the future.
Our programming process is participatory, drawing on the expertise and involvement of the client as well as from other members of the project team. We invite and track client input and responses at every stage of the programming schedule. These include programming workshops, departmental interviews, draft program review, and a formal sign-off of the final program by the staff in charge.

We have a wide-range of clients including agencies, corporations, municipalities, K-12, higher education, government, non-profit, and the military. Our team of experts has pre-project planning experience for facilities worldwide, totaling more than $20 billion. Facility Programming has led the programming process for over 1,400 projects in 47 states and 14 countries.
