California faces numerous risks and threats to our people, property, environment and is prone to earthquakes, floods, significant wildfires, cybersecurity attacks, as well threats to homeland security. Cal OES takes a proactive approach to addressing these risks, threats, and vulnerabilities that form the basis of our mission. We are responsible for assuring the state's readiness to respond to and recover from all hazards, as well as assisting local governments in their emergency preparedness and recovery.

**Cal OES was formerly known as Cal EMA or the California Emergency Management Agency prior to Government Reorganization Plan (GRP) #2. Cal EMA was a merger that absorbed the Governor's Office of Homeland Security.
