Founded in 1799, West Chester Borough is a home rule municipality located in the center of Chester County. It is governed by seven-member elected council and a mayor who each serve four-year staggered terms. Borough operations include public works, parking, police, building and housing, wastewater treatment, parks and recreation, and administration.
