Formed through a Joint Powers Agreement signed by member jurisdictions in 1967, MCAG serves as the Metropolitan Planning Organization, Regional Transportation Planning Agency and Local Transportation Authority for Merced County. MCAG is comprised of seven-member agencies including six cities (Atwater, Dos Palos, Gustine, Livingston, Los Banos and Merced) and the County of Merced. The MCAG Governing Board includes a supervisor from each of the five county districts and an elected official from each of the cities. In addition to transportation planning, MCAG also administers the Transit Joint Powers Authority for Merced County, Merced County Regional Waste Management Authority, and Yosemite Area Regional Transportation System.
