'de Rand' operates on behalf of the 19 Flemish Rand municipalities, with special emphasis on the six municipalities providing language facilities. ‘de Rand’ is financially assisted by the Flemish Community and the Flemish Brabant province. The activities ‘de Rand’ undertakes in the ‘Rand in the widest sense’ are different from those in the six municipalities enjoying language facilities, where it offers front-line cultural, youth and sport services. The local authorities are responsible for these tasks in the other 13 municipalities located in the 'Rand', while ‘de Rand’ operates on a companion basis, lending support to the municipalities in the case of ‘language promotion.
