The development of HIRMD is prescribed in the Heiltsuk Land Use Plan (HLUP), Heiltsuk 15 Year Economic Development Plan, and other plans as a needed institutional mechanism to further the Heiltsuk aim of extending management authority over resources and development activity within Heiltsuk Traditional Territory (HTT). This need is recognized for increased institutional and technical capacity within the Heiltsuk Government to effectively steward and develop territorial resources within the context of Heiltsuk Title and Rights.
The HIRMD has been mandated by Heiltsuk Tribal Council (HTC) to develop amd implement policy, coordinate referrals, make reports and recommendations, take on technical tasks as assigned to the Heiltsuk Integrated Resouce Department Board, Hemas Council and HTC.
