The Autorité de Régulation des Transports (ART) is the French government agency which regulates rail transport.
ARAF was officially founded in December 2010 and is funded by a levy on track access fees paid to RFF. The juridical status given by national Law n. 2009-1503 - 8/12/2009 : «Autorité Publique Indépendante» :

The general objective assigned by Law is to ensure that “Rail public services and other rail activities and services are well performed for the benefit of the users and customers. The scope is the french railway network defined by Law as the national railway network (RFF) and any “opened to public traffic” lines linked to it.
