The Victorian Parents Council was formed in 1959 to meet the growing demand for funding in non-government schools and was instrumental in securing government funding for independent and Catholic schools. Over the years, the Victorian Parents Council has developed into a information and advocacy hub for non-government school parents and a resource centre for parent associations and parents.
The VPC is founded on the following key principles:

- When families and schools work in partnership, students' educational and social outcomes improve
