The Recovery and Reform Support Team at the Ministry for Communities, Territories and Infrastructure Development of Ukraine (RST) represents one of the components of the Ukraine Reforms Architecture (URA) programme, an instrument developed jointly by the EBRD and the European Union. RST provides expert technical support to the Ministry of Infrastructure of Ukraine in implementing priority reforms identified by the Government of Ukraine. Since 2016, the RST has been providing assistance to sectoral reforms in transport infrastructure of Ukraine as well as developing and integrating modern European standards and administrative principles via activities of Public Administration Reform (PAR).
The URA is supported by the EBRD’s Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor.
RST experts work in close cooperation and coordination with civil servants.
The broad mission of the Reform Support Team is to support, advance and implement the national reform agenda in real sectors of Ukraine's economy and to coordinate and facilitate deregulation and liberalization initiatives.
