Paga Hill Development Company (PNG) Ltd (PHDC) is a privately held, Papua New Guinean registered company.
PHDC’s mission is to develop a quality estate on Paga Hill that sets the standard for future development in Port Moresby, by creating a world class fully integrated precinct that provides a focal point for residents, visitors and tourists alike. A place where some of the rich history associated with World War II is properly preserved and featured amongst modern buildings, with cruise liners coming to dock at the marina alongside quality restaurants and shops.
Paga Hill Estate will create thousands of local jobs in its development and ongoing operation as well as generate business opportunities for tourism and estate-based services.
In achieving its vision, PHDC has always considered a harmonious resettlement of the Paga Hill informal settlement to be an integral part of the overall development. After a lengthy and challenging journey for both the company and the community, PHDC, with the support of Dame Carol Kidu and her community engagement team, was pleased to deliver on this commitment last year. On 1 October 2014, PHDC formally assigned its rights in the 14 hectare resettlement site at Six Mile (now known as Tagua community) to the individual resettled families who now have secure household tenure in their own block of land via a Land Use Agreement. With the resettlement now complete, PHDC remains involved with the community through its support of the locally elected governance body, through to 2016.
The United Nations has recognised PHDC's resettlement model as a significant achievement as it sets a positive precedent in PNG and the broader region. The film Humanitarian Resettlement in Papua New Guinea, which documents the Paga Hill resettlement project, screened at the 2014 PNG Human Rights Film Festival.
The potential of Paga Hill Estate has been recognised by the PNG Government which has declared it a Project of National Significance.
