Legal Aid Department aims at ensuring that any person who has reasonable grounds for taking or defending a legal action is not deprived from doing so because of lack of means. Over the years, our services have expanded considerably to meet the changing needs of the community. Legal Aid has and will continue to contribute towards upholding the rule of law in Hong Kong. Our mission are (i) to ensure that no one who qualifies for legal aid is denied access to justice because of lack of means; (ii) to maintain the highest standards of professional excellence and ethics; (iii) to develop and maintain a highly-motivated, dynamic, well-trained and committed workforce; (iv) to work in partnership with the legal profession to reach our vision, and (v) to anticipate and meet the ever-changing needs of society.
