KIIFB is a Statutory Board established by Kerala Infrastructure Investment Fund Act, 1999 (Act 4 of 2000) of Government of Kerala in India to fund critical and large infrastructure investment projects in the state. KIIFB came into existence on 11.11.1999.
Comprehensive modifications to the 1999 Act were made through Kerala Infrastructure Investment Fund (Amendment) Act 2016 (Act 15 of 2016). With the expanded scope and revised structure, KIIFB dynamically mobilizes funds for the infrastructure development of Kerala using advanced financial instruments approved by Securities and Exchange Board of India (SEBI) and Reserve Bank of India (RBI) to ensure uninterrupted fund flow into critical and large infrastructure development projects..
As of March 2021, KIIFB approved 903 projects worth ₹ 63,259.32 Crore. This covers all the vital sectors like Education, Healthcare, Power, Transport, Water Resources, Industry, Information Technology, Sports etc
Hon’ble Chief Minister of Kerala is the Chairperson of the Board. The Vice Chairperson of the Board is Hon’ble Minister for Finance. There is also an Executive Committee chaired by Hon’ble Minister for (Finance) and a Fund Trustee and Advisory Commission (FTAC). FTAC is an advisory body for the Board, Trustee for the Investors and an oversight mechanism for the fund management by KIIFB.
To ensure transparency, timeliness, and quality in the implementation of projects funded by KIIFB, sound practices of project appraisal, capacity building, inspections (technical and administrative) etc are followed. KIIFB takes proactive steps for capacity building of the implementing agencies through training programmes to introduce state-of-the-art construction technologies, workshops, consultative meetings and technical support through Technical Resource Centre (TRC) arrangement.
