KIR is a key institution in the Polish banking sector infrastructure, operating under art. 67 of the Act on Banking Law. It’s responsible for the smooth operation of interbank settlements and the reliable electronic information exchange in this area. KIR executes settlement services via system Elixir – for transfers in zloty, via Euro Elixir – for transfers in euro, and Express Elixir – for immediate payments.
As the SWIFT Service Bureau, KIR provides access to the global SWIFTNet network, enabling the conduct of international financial operations.
KIR operates the Ognivo system, which enables the electronic exchange of information related to interbank clearings between banks and entitled institutions cooperating with the banking sector. In 2016 in the Ognivo system were initiated new services: Centralized information on accounts and the ICT system for handling seizures of receivables on bank accounts. First provides access to information on accounts of deceased persons, “forgotten” accounts of natural persons and accounts of persons indicated by courts, bailiffs, the police and other authorized bodies. Second enables the exchange of documents related to the seizure of a receivable on a bank account – e.g between an administrative enforcement authority or a court bailiff and a bank.
KIR’s offer includes solutions aimed at supporting the development of cashless payments in Poland, such as Szafir electronic signature, Paybynet – a system for direct and guaranteed online transfers, and Invoobill – an electronic bill presentment and payment service (EBPP) available in on-line banking.
Inkart, the latest of KIR’s services, is a system designed for clearing and settlement of domestic card transactions, made with the use of cards issued in Poland at POS terminals, ATMs and other devices located in Poland. It provides authorization, clearing and settlement services to card issuers and acquirers operating in Poland.
