The Housing Authority of the City of El Paso (HACEP) is the 14th largest public housing authority in the United States managing over 6,100 public housing units for the low income residents of El Paso and is the fourth largest administrator of all housing programs in the state of Texas. The agency infuses approximately $91MM into the local community through employment, construction and partnerships with landlords. HACEP's ultimate mission, though, is to improve the quality of life for economically challenged families by providing quality, affordable, subsidized and transitional housing and opportunities to achieve self-sufficiency.
HACEP is currently renovating and reconstructing its entire portfolio of aging housing stock as part of a U.S. Department of Housing and Urban Development (HUD) initiative called the Rental Assistance Demonstration program (RAD). HACEP is leading the nation with the largest RAD conversion involving its entire housing portfolio.
