Founded in 2018, Headlight Consulting Services, LLC delivers data-driven decision making to its partners through robust strategy/program design support, in-depth monitoring, evaluation, and learning technical services, and facilitated organizational change processes. Headlight’s leadership has in-depth experience and expertise in working with the United States Government on transitioning policy to action, ensuring that what is mandated is useful for implementers. This is evident in Ms. Clapp-Wincek’s contributions to USAID’s first country program impact reporting system and evolution of its evaluation policy, Ms. Herrington’s evaluation input to USAID’s Transformation Task Team, and in current work by Headlight supporting the Defense Security Cooperation Agency with initiative design document development, strategic evaluations, monitoring, and analytical support. Headlight offers fit-for-purpose, agile solutions to improve the efficiency and efficacy of development programs around the globe, as well as the structures and systems which sustain that work.
