Vermillion was founded in 1859 and incorporated in 1873. In 1966, the City of Vermillion adopted a Council-Manager form of municipal government. The governing body is made up of nine (9) members. Eight (8) City Council members are elected from four wards, with two members representing each ward. The Mayor is elected at-large and presides over City Council meetings. The Mayor may vote on all matters coming before the governing body. The governing body in turn hires a nonpartisan manager who has very broad authority to run the organization. Per the 2020 Census data, the City of Vermillion is home to 11,695 citizens with an estimated population growth of 1.9% per year. As of 2024, the City of Vermillion operates with 108 FTEs among twelve department heads. These departments include the City Manager's Office, Finance, Parks & Recreation, Engineering, Water & Waste water, Light & Power, Code Enforcement, Streets, Solid Waste, Vermillion Fire Dept., Vermillion Police Dept., and Emergency Communications. The City also maintains a municipal airport overseen by an airport manager and a municipal liquor store under provisions of a management agreement.
