C.J. Miller LLC is a full service site development company that began in 1959 and today has more than 1,000 pieces of equipment and more than 450 employees. The family-run company is one of the largest employers in Carroll County and currently operates four Maryland asphalt plants in Finksburg, Westminster and Woodsboro. In 2015, C.J. Miller produced over 700,000 tons of asphalt for projects ranging from highways to driveways. Construction services provided include excavation, grading, land clearing, utility work, paving, curb and gutter, hydro-seeding and soil cement modification. C.J.
